Richmond Chinese Athletic Association (RCAA) operates under the leadership and oversight of its Board of Directors in accordance with its adopted bylaws and applicable federal and state regulations.
The Board of Directors is responsible for:
Establishing the Association’s mission, vision, and strategic direction
Ensuring compliance with all legal and regulatory requirements
Providing financial oversight and fiduciary responsibility
Safeguarding organizational integrity and transparency
Supporting the development and sustainability of programs and events
Board members serve in a voluntary capacity and are committed to advancing the best interests of the local Chinese community. Through responsible governance and collaborative leadership, the Board ensures that RCAA remains mission-driven and community-focused.

RCAA is committed to the highest standards of financial integrity and accountability. As a nonprofit organization recognized under IRS Section 501(c)(3), the Association ensures that all funds are managed prudently and in accordance with applicable regulations.
Our financial principles include:
Responsible stewardship of all donations
Clear allocation of funds to mission-aligned programs
Board oversight of budgeting and expenditures
Maintenance of accurate financial records
One hundred percent (100%) of donated funds are directed toward programs and activities that benefit the local Chinese community through organized sporting events and wellness initiatives.
